Senior Acquisition / Relocation Agent

Job Summary

The Senior Acquisition/Relocation Agent (Agent) performs a range of right of way related work to support public works projects.  The position requires the ability to work with complex, politically sensitive, multi-disciplined transactions and includes project management functions.  The Agent will perform the work, coordinate, or support others performing the work, depending on the project, task, and Agent’s ability   to perform the work. The Agent will be the project team member that specifically coordinates efforts with property owners, tenants, displacees and other stakeholders as needed. Must have a good understanding and be able to review and understand title reports, vesting types, appraisal standards, basic offer package requirements, negotiation strategies, Uniform Relocation Act (URA), and understand the importance of complying with the federal, state and industry laws and regulations such as FHWA, FAA, FTA, FRA, HUD and FERC.  The ideal candidate will be a quick learner who thrives in a challenging and fast-paced environment.

Primary Responsibilities

Essential Functions

  • Works well with others and collaborates positively and effectively with groups such as marketing team, vendors and subconsultants
  • Regular and punctual attendance with ability to work long hours if needed
  • Provide guidance and oversight for the calculation and dissemination of relocation benefits and information to property and business owners displaced by a project
  • Reviews and approves internal document packages for displaced tenant/owner relocation payments; oversees relocation program functions; and ensures compliance with federal and/or state regulations regarding relocation activities; draft, review and process relocation claims ; prepare and process closing of acquisition files; coordinate with and assist in preparation of documents    for condemnation
  • Represents the client in sensitive briefings related to acquisition and relocation issues as applicable; prepares supporting documentation prior to briefings and prepares detailed summaries documenting interactions with property owners to identify all requests by all parties; summarize commitments approved during each briefing to all stakeholders for record in coordination with agency stakeholders
  • Complete all assigned tasks on time, within budget while maintaining high professional standards and client satisfaction
  • Assist with projects, team performance, and delivering and building solutions
  • Integral member of the project team responsible for delivering development projects of varying size and complexity
  • Responsible for managing and executing project activities, under the direction of a Project Manager & Project Director
  • Review and understand project/property/owner/tenant specific information; project maps, engineering designs, title reports, vesting deeds, property profiles, appraisals (including review, FF&E, and Goodwill), rent rolls, estimates, budgets, and schedules
  • Prepare offer packages, purchase and sale agreements, escrow instructions, relocation notices and calculations
  • Present offers, negotiate and justify proposed settlements for clients/files
  • Effectively and accurately communicate relevant project information to the Project Manager and project team
  • Prepare relocation plans, notices, entitlements, referrals, calculations and administer various programs as applicable
    • Read and understand legal descriptions, exhibits and right of way maps
    • Must be able take direction, clarify if uncertain of request, and make appropriate notes to understand and appropriately respond to project manager’s and clients’ business needs, and interface effectively and/or collaborate with others
    • Must demonstrate the ability to take initiative and accountability for the accuracy of information and for achieving results
    • Demonstrate a high level of experience planning and organizing workload, adjusting to changing priorities, and working well under pressure with minimal supervision
    • Must be self-reliant, capable of following map directions to property locations, and able to perform field inspections as needed
    • Demonstrate ability to communicate effectively, travel, show ability to handle large volumes of work and coordinate closely with management (since work performance impacts schedule and budget).

Minimum Qualifications

Desired Education and Qualifications

  • Valid state real estate sales license preferred or must be able to obtain within 90 days of employment
  • Valid driver’s license with clean driving record and proof of current auto insurance policy
  • Bachelor’s degree or equivalent
  • Senior Right of Way Agent (SRWA) designation preferred or R/W- RAC and R/W-NAC certified
  • 10 or more years’ experience in  Right of Way with emphasis in the public sector providing acquisition and relocation assistance (residential and commercial) under the URA
  • Flexible with travel and field time
  • Proficient in Microsoft Word, Excel, and basic database management systems
    • Demonstrated experience in reviewing and understanding a variety of project maps and designs (e.g. engineering, plan & profile, cross section, strip maps, utility, plot plans, subdivision maps, record of surveys, etc.)
    • Demonstrated experience and understanding of right of way projects
    • Demonstrated knowledge of real estate practices and principles
    • Very experienced with acquisition & relocation documents, notices, processes and procedures
    • Must have strong oral and written communication skills, and be customer focused
    • Demonstrate excellent interpersonal skills to build relationships with others
    • Demonstrated ability to accurately analyze information and provide advice, solutions and recommendations on decisions
  • Ability to be resourceful and proactive in dealing with obstacles that may arise
  • Regularly demonstrates capability to be organized, multi-task and work well under pressure
  • Quick learner with the ability to work independently and can produce error-free work
  • Exercises good judgement and has experience handling confidential information
