Job Description

(1019) The Senior Project Manager (SPM) performs a range of right of way/real estate and related work to support both public and private sector projects. The work progresses from administrative and basic support work to complex, politically sensitive, multi-disciplined transactions and project management functions, with an emphasis on scope, budget and schedule management. The SPM will be responsible for preparing scope detail, estimated costs, budgets, schedules as well as SPM will perform tasks that require specific care and experience, as well as coordinate the project team & sub-consultants. This position mentors and trains the project team as applicable for any given project and client, and applicable regulations and procedures that must be followed. The SPM will have a comprehensive understanding of all aspects of right of way and be able to review and understand title reports, vesting types, lending instruments, various agreements and contracts, appraisal standards, offer package requirements, and negotiation strategies. In addition this position requires a thorough understanding and complete working knowledge of the regulations that govern our work such as, but not limited to, the Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act), as amended, the California Code of Regulations, Title 25 Housing, and Community Development, California Public Utilities Code, and US Housing & Urban Development (HUD). The SPM will also possess experience in marketing and business development across various market sectors requiring real estate, right of way, and/or relocation assistance. This position is responsible for maintaining positive client relations to both existing and prospective clients.

Essential Functions

  • Represent the company in a professional, ethical and competent manner within the industry and with clients and prospective clients
  • Complete all assigned tasks on time, within budget while maintaining high professional standards and a high degree of client satisfaction
  • Work well with others and have the ability to develop rapport and trust with staff, clients and property owners
  • Regular and punctual attendance is paramount to this position
  • Lead project teams, develop scope, budgets and cost estimates for projects
  • Develop marketing plan for assigned region
  • Responsible for delivering infrastructure development projects of varying size and complexity
  • Responsible for managing and executing all project activities
  • Review and understand project/property/owner/tenant-specific information; project maps, engineering designs, title reports, vesting deeds, property profiles, appraisals (including Review, FF&E, and Goodwill), rent rolls, estimates, budgets, and schedules
  • Manage the preparation of offer packages, all land rights contracts, relocation notices and calculations
  • As applicable, present offers, negotiate and justify proposed settlements for clients/files
  • Effectively and accurately communicate relevant project information, objective and goals, to the project team
  • Manage the preparation of relocation plans, notices, entitlements, referrals, calculations and administer various programs as applicable
  • Provide QA/QC on all project components
  • Review project team timesheets for accuracy and compliance with scope of work and contract constraints
  • Update company/management regarding scope changes, potential over-runs of budgets, schedule constraints or other project/contract specific issues; assist with collection of accounts receivables for assigned projects
  • Identify and prospect for new project opportunities by contacting current and potential clients
  • Network and meet with prospective clients to develop opportunities for new business
  • Present new value-added services to enhance existing relationships with clients

Desired Education and Qualifications

  • Valid driver’s license with clean driving record and proof of current auto insurance policy
  • Bachelor’s degree or equivalent, with a minimum of ten (10) years of direct right of way industry experience
  • Real estate broker’s license preferred; real estate license required
  • Senior Right of Way Agent (SRWA) and/or other designations from the IRWA, desirable
  • Project Management Professional (PMP) Certificate, desirable
  • Flexible to an estimated field time of 10-30%
  • Must be computer savvy with high level of proficiency in MS Office – Word, Excel, Outlook and basic database management systems
  • Must have strong oral and written communication skills, and be customer service focused
  • Possess excellent interpersonal skills to build relationships with and manage others
  • Must be able provide clear direction to project team, communicate clients’ business needs, and interface effectively and/or collaborate with others
  • Able to accurately analyze information and provide advice, solutions and recommendations on decisions
  • Must take initiative and accept responsibility and be accountable for the accuracy of information and for achieving results
  • Possess a high level of experience planning and organizing workload, adjusting to changing priorities, and working well under pressure with minimal supervision
  • Must be self-reliant, capable of working in the office, field and on assignment
  • High level of experience and understanding of various types of right of way/real estate projects
