Mark Mendoza manages and directs the Right of Way and Real Estate needs of diverse and challenging infrastructure development projects for clients including Alameda Corridor-East (ACE) Construction Authority and California High-Speed Rail. As Vice President and Corporate Broker for Paragon Partners, he applies experience in real estate acquisition, relocation assistance, real estate administration, public policy and finance to adeptly guide teams through project delivery and completion.
Mark has been Advancing the Industry for over 25 years by examining and challenging conventional Right of Way and Real Estate consulting processes. He enjoys contributing to the improvement of communities serving millions of people, solving complex problems for wide-ranging projects and interfacing with the many stakeholders involved.
For 13 years, Mark has served as Program Manager responsible for planning, coordination, and supervision of turn-key Right of Way services for the $1.4 billion ACE Construction Authority’s “Gateway to America” Project, comprising a mix of transportation and rail improvement and safety projects spanning 55 grade crossings over 70 miles.
Prior to joining Paragon Partners in 2000, Mark led the Metropolitan Water District of Southern California’s Real Estate Services Department, including its Appraisal and Cost Studies Division, Real Property Acquisition and Relocation Assistance Division, Property Management/Asset Development Division (93,000 acre portfolio), and Property Annexation and Real Estate Research Division.
